Rent-seeking activities for the location of PIMFY (please in My Front Yard) facilities in one`s region, which incur large social costs, are wide-spread, as seen in the case of relocation provincial government centers in Korea. This phenomenon may be brought about by the traditional locational factors methods through which such decisions are typically made. This study, focusing on minimizing the rent which local residents obtain from new PIMFY facilities, suggests an auction-bid method for the right to locate the facilities in their district. Given that the auction-bid process will dissipate rent, tent-seeking activities will largely disappear when the process is adopted. Thus, this paper suggests the need to develop the auction-bid method more fully as an alternative to the locational factors method and as a means of socially desirable collective decision making.
