입헌군주제의 정치적 역할에 대한 비교연구 = A Comparative study of Constitutional Monarchy Focusing on its Political Roles

다국어 초록 (Multilingual Abstract)

This paper compares the political roles played by the institutions of constitutional monarchies in their society in various countries. In general, people think of constitutional monarchies as performing only purely symbolic functions and having no political roles, but this is very far from the truth. Even in twenty-first century political systems, such institutions have roles to play and reasons to survive.
In a number of countries, constitutional monarchies are given reasonably meaningful support from their people and perform definite roles in various political situations. This being the case, what are the similarities and differences between these constitutional monarchies? What are the similarities and differences between European and Asian constitutional monarchies? What are the reasons some countries have abandoned monarchy and chosen a republican form of government? This paper attempts to answer these kinds of questions and provide fundamental research to other researchers and has the research purpose to clearly show the similarities and differences of constitutional monarchies.

국문 초록 (Abstract)

이 논문은 입헌군주제라는 제도가 실제로 각국에서 어떠한 정치적 역할을 수행하는가에대한 비교연구이다. 보통 한국사회의 통념으로 입헌군주제의 군주는 아무런 정치적 실권을 지니고 있지 않고 상징적인 존재에 불과하다고 알려져 있지만 실제로 현재까지 살아남은 입헌군주제 국가의 입헌군주들은 그러하지 않다. 생각보다 많은 정치적인 권력과 역할을 가지고각국의 정치 상황에서 일정 부분 확실한 역할을 수행하고 있으며 공고한 지지율 또한 보여주고 있다. 그러면 ‘유럽 각국의 입헌군주제는 어떠한 유사점과 차이점이 있고 그들은 실제로 어떠한 역할을 수행하고 어떠한 국민적 지지와 대중적 반응을 받고 있는가?’, 등을 고찰하여 앞으로 후속적인 입헌군주제 연구의 기초자료 역할을 수행하려 한다. 실제로 유럽 5개국과 아시아 2개국의 대표적 입헌군주제 국가들에 대한 비교연구를 통해 그 유사점과 차이점을 더욱 분명히 드러내는데 이 논문의 연구 목적이 있다. 이를 통하여 입헌군주제의 정치적 역할 그 대표적 기능인 대중통합의 기능을 복지군주제의 측면에서 입증하고 그 필요성을 주장한다.
