The Ministry of Education has advocated an educational reform movement called Making New Culture in Schools. The movement emphasizes the cultivation of creativity and morality for students through individualized instruction, experiential learning, authentic evaluation, and professionalism in teaching. But the most striking aspect of educational reform is concerned with the teachers` curriculum implementation role. Without any change in teachers` view of teaching and education, it is difficult to expect any improvement of reform in education. Still many teachers have some mythical beliefs on curriculum, textbooks, teaching, and evaluation. At the bottom of this kind of beliefs, we can find some concepts like control, competition, and effectiveness. As a result of reflection on education reform, some directions educational reform movement must follow are suggested. They are: ① curriculum implementation must be based on meaning-making for students, ② educational practices must be personalized according to the students` personal meaning, ③ school teachers must have the right of final evaluation for their students, ④ we have to give whole reliance on teachers, and ⑤ educational reform movement should be initiated by school teachers.
