This study conducts a scenario-based analysis of the environmental impacts of rental-type reusable cup circulation systems, focusing on spatial and physical characteristics within public office environments. Using survey data collected from 127 users of reusable cup rental and return booths installed in government offices, three usage frequency scenarios—low, medium, and high—were designed. These scenarios were then compared with results from previous life cycle assessment (LCA) studies on reusable cup systems and Environmental Product Declaration (EPD) data for disposable paper cups (3.5 oz, 12 oz, and 16 oz). The findings reveal that reusable cups reduce environmental impacts across all scenarios when substituting for 12 oz and 16 oz paper cups. However, when compared to single-use 3.5 oz paper cups—recommended for one-time use—the reusable cups exhibited higher impacts in abiotic depletion potential (ADP) and global warming potential (GWP) categories, by approximately 38.0%–59.7%. This suggests that the environmental benefits of reusable cups over 3.5 oz paper cups can only be realized if the usage frequency nearly doubles before return. These results emphasize that the effectiveness of reusable cup systems depends critically on spatial configuration and accessibility within the urban environment. The study argues that reusable cup policies should evolve into GIS-based circular economy infrastructure strategies, integrating optimal location models for collection and cleaning facilities with urban planning frameworks such as the “15-minute city.” Furthermore, the paper highlights the need for establishing digital-twin and IoT-based monitoring systems to advance toward data-driven urban environmental policy and calls for future research expansion into spatial scenario-based LCA.
