아동권리 증진을 위한 국가인권정책기본계획(NAP) 추진 방향 = A Prospect of NAP on Promotion of the Rights of Child

다국어 초록 (Multilingual Abstract)

This study analyzed the policies of NAP for children’s rights based on the four fundamental rights of states by suggesting UNCRC. Although the right to life was most commonly violated, the right of protection, the right of development, and the right of participation were not sufficiently provided to all children. NAP was focused on establishing policies for follow-up service for high-risk children instead of protective services. Improvements should be made upon NAP to protect and guarantee the fundamental rights of children when they face risky situations in developmental stages.

국문 초록 (Abstract)

본 연구는 유엔아동권리협약에서 제시된 아동의 기본 4대권리인 생존권, 보호권, 발달권, 참여권을 기준으로 우리나라 국가인권정책기본계획(NAP)의 아동청소년 추진과제를 분석하였다. NAP과제 중 가장 부족한 정책분야는 생존권으로 나타났으며, 보호권과 발달권은 다양한 정책 사업을 계획하였으나 고위험아동청소년을 대상으로 인권침해 상황 이후 사후치료적 대책에 중점을 두었다. 아동청소년의 참여권 보장을 위한 관련 대책은 형식적인 정책으로 드러났다. 향후 NAP는 모든 아동청소년을 대상하여 생애주기별 위험상황에 직면한 문제를 사전에 예방할 수 있도록 관련정책을 수립하여 아동청소년의 인권 보호 및 보장을 증진할 수 있도록 개선되어야 한다.
