북한 인권 개선방안과 변화 전망 = Human Rights Situation and Improvement Plans in North Korea

Debate on Human rights in North Korea aims, firstly, to search for the truth of shameful incidents, secondly, to relief and recover victims’ dignity, and lastly, to prevent others from being victimized. Therefore, a movement of Human rights in North Korea can be understood as the movement on clean history and the movement on recovering victims’ dignity, In addition, since the movements on human rights in North Korean is aimed to improve the quality of lives of Korean and to make the henceforth relationship between north and south Korea better, we can perceive it as movement for the future.
However, as the North Korean Human Rights Problem is closely related to the system of governmental domination, it is hard to expect that North Korea, who is afraid of the collapse of its system, will adopt meaningful changes for human rights policies. Although it is difficult to achieve epoch-making improvements in a short period, as there have been international demands, interests and pressure on the improvement of the North Korea human rights, gradual improvements are expected.
The consideration of political and economical specialty of North Korea should not result in damaging the value of humanity of mankind and, tacitly, permitting activities of anti-humanitarianism.
Even though we demand for a long-term measure in order for the improvements in Human rights, we should strongly request for improvements in respect to serious cases.
This is because North Korean still encounters the worst possible status of Human Rights in the world. In the process of efforts to make North Korean human rights better, continuous monitoring and objective scrutinizing the actual condition of North Korean human rights is essential.

국문 초록 (Abstract)

북한인권 논의는 과거와 현재 북한에서 발생하고 있는 부끄러운 사건들에 대한 진실을 규명하고 희생자에 대한 명예회복과 구제, 유사한 희생자 발생을 예방하기 위한 목적을 갖고 있다. 따라서 북한인권운동은 과거청산 운동이며, 진실규명 운동이며, 희생자의 명예회복 운동이라 할 수 있다. 또한 북한인권운동은 향후 남북관계의 개선과 민족 구성원의 삶의 질을 제고시키려는 것이기 때문에 우리의 미래를 준비하는 미래지향적 운동이라 할 수 있다.
그러나 북한인권문제는 북한의 지배체제와 밀접하게 관련되어 있기 때문에 체제붕괴를 우려하는 북한당국이 자발적으로 인권정책에 의미 있는 변화를 취할 것을 기대하기는 어렵다. 단기간에 획기적인 개선이 이루어지기는 어려울 지라도 북한인권 문제에 대한 국제적 관심과 개선을 위한 요구와 압력이 증대되고 있으므로 점진적인 개선은 이루어질 것으로 보인다.
북한의 정치 · 경제적 특수성에 대한 고려가 자칫 인간의 기본권 실현이라는 인류의 인도적 가치를 훼손하고, 반인륜적 행위를 묵인하는 결과를 초래해서는 안 될 것이다. 북한에 대한 장기적인 인권개선 조치를 추구하더라도 시급히 해결해야할 심각한 사안들에 대해서는 단호히 개선 요구를 해야 한다. 왜냐하면 북한에는 여전히 지구상 최악의 열악한 인권상황이 지속되고 있기 때문이다. 이러한 국제사회의 북한인권 개선 노력의 과정에서 북한의 인권실태에 대한 객관적인 조사와 지속적인 모니터링은 여전히 중요하다.
