Various concerns have been raised about the practicability of the Market Testing being operated in the UK and its applicability in the Korean public sector. This article analytically reviews these concerns and explores the ways in which Market Testing program can be successfully applied at the central and local level in Korea. It argues that the program is viable in Korea notwithstanding political, social, economic and cultural differences between the UK and Korea. Following a thorough investigation of Market Testing program being implemented in the UK, it presents the issues to be considered prior to the introduction of the program and the actual procedures associated with its application, and also addresses the practical questions to be coped with and the conditions under which the program can be effectively applied in Korea.
