기본소득은 노동에 어떻게 영향을 미치는가?: 부산 청년 기본소득 프로젝트 참여자에 대한 질적 사례연구 = How Does Basic Income Affect Work?: Qualitative Case Study on Participants in the Busan Youth Basic Income Project

The main argument against basic income concerns work motivation. The idea is that unconditional cash payments lower people's motivation to work and make them not work. Conversely, the counterarguments are also raised that paying basic income can increase meaningful work and improve the quality of labor. These focus on showing that working hours have increased in actual basic income experiments or statistically showing changes in employment rates, work incentives, and working hours.→Empirical studies supporting these conflicting claims have mainly focused on variables such as labor market participation, employment, and working hours. In contrast to these research trends, this study aims to show the specific and complex effects and dynamics of basic income on labor. We sought to determine which labor the payment of basic income reduces and which labor it increases, how basic income affects people in relation to labor, and what various results this produces in relation to current and future labor. To this end, a qualitative case study was conducted by interviewing 19 of the participants in two youth basic income projects implemented in Busan. When a sufficient level of basic income was paid, the work patterns of participants were not uniform. Some participants stopped working, continued working, or even increased their working hours. At this time, the main judgment was whether it was related to what one really wanted to do and what the working conditions of the current job were. And basic income affected not only current work but also future work. Basic income has the effect of alleviating tunneling, investing in human capital, and strengthening bargaining power, which has led to various outcomes related to labor.
