탈북 이주민의 정체성과 사회통합 : 단일/다문화 분리를 넘어 보편과 특수에 기반한 다양성과 공생발전의 가치 및 정책

국문 초록 (Abstract)

□ 연구목적: ‘탈북이주민의 정체성’ 규명
․ 1차년도의 연구목적은 탈북 이주민의 집합수준별(민족/국가/사회) 정체성과 생애경로별(북한/제3국/남한) 정체성 연구를 통해 ‘탈북이주민의 정체성’을 규명하는 것이었다.
․ 2차년도에는 1차년도 연구결과를 토대로 거버넌스 담당자와 전문가들의 워크샵을 통해 사회통합의 가치를 도출하고 바람직한 정책방향을 제시하는 것이었다.

□ 연구방법: 구술생애사(대상자 40명)/전문가 워크샵/ 문헌연구
․ 1차년도 연구계획에서 제시했던 ‘생애사 연구’, 특히 구술생애사 방법론에 집중
․ 2차년도에는 문헌연구와 함께 4차례의 전문가 워크샵을 진행, 1회는 캐나다에서 진행됨

□ 연구내용:
<"탈북대학생들의 국가정체성 형성과 변화">
․ 제1주제인 탈북 이주민의 ‘민족정체성’과 ‘국가정체성’ 연구에서는 구체적으로 "탈북대학생들의 국가정체성 형성과 변화"라는 연구가 진행되어 학술지에 게재되었다. 즉 탈북 이주민 중 탈북 당시 아직 자아정체성이 미처 형성되지 않았던 청소년시기 탈북한 이주민들의 구술생애사를 통해 탈북당시 북한지역에서의 생활과정, 지배담론과 북한의 교육․문화의 내면화과정에서 구성된 정체성과 제3국에서의 불법이주민의 경험과 거주과정에서 형성된 정체성, 또한 이렇게 형성된 청소년기의 정체성이 한국체류 과정에서 재구성되는 과정 등 ‘생애 경로별’ 경험이 정체성 형성에 어떻게 영향을 주고 있는가를 분석하였다.

<"탈북 이주민의 학습경험과 정체성 재구성">
․ 탈북 이주민의 ‘사회정체성’ 발생의 기원과 변화 연구는 구체적으로 사회정체성의 변화에 초점을 맞추어 탈북 이주민들이 자신의 지난 삶의 경험에 대해 어떻게 평가하는지를 살펴봄으로써, 남한사회에서의 사회적응 경험이 이들의 정체성에 대한 개정에 어떠한 영향을 주는지를 분석하였다. 특히 남한사회에서 탈북 이주민이 경험하는 교육 및 학습과정이 남한사회적응과 정체성 변화에 어떻게 작용하는가를 형식교육(학교교육), 비형식교육(하나원교육, 지역사회교육, 직업훈련), 무형식학습(일상적 경험을 통한 학습)의 유형분류를 통해 분석하여 탈북 이주민들의 남한사회적응을 지원하기 위한 교육적, 사회문화적 환경 조성을 방안을 도출하였다.

<"북한이탈주민 정책연구의 동향과 과제: 양적성장을 넘어선 ‘성찰’과 ‘소통’">
․ 본 연구는 지난 15년간 북한이탈주민 정책연구의 비약적 양적 성장에 비해, 이들의 다중 정체성과 한반도 특수성에 기반한 이해와 처방관련 연구의 질이 상승되지 못한 채, 현실적 필요와 관심에 의해 유사반복되고 있는 연구현실에 착목하여, 광범위한 북한이탈주민 정책연구의 동향을 살펴본 연구이다. 이 연구는 연구의 성과와 한계에 기초하여 ‘성찰’과 ‘소통’을 키워드로 통합적 정책은 만들기 위한 기반 연구라고 할 수 있다.

․ 본 연구는 남한에서 자녀와 재결합한 북한이탈여성의 재결함 경험의 의미와 본질을 밝힘으로써 이들의 재결합 경험에 대한 깊이있는 이해를 갖기 위한 것이었다. 이러한 기본구조를 통해 북한이탈 여성의 자녀 재결합 경험은 ‘힘겨운 노력 끝에 자녀와 재회한 후 예상치 못한 상실과 자신의 상처를 극복하며 진정한 가족이 되려는 노력을 통해 변화하는 자신을 형성해

다국어 초록 (Multilingual Abstract)

The first year's purpose for this research was to determine the identity of North Korean defectors in South Korea through investigating group-level identity(ethnicity, state, community) and life-route(North korea/Third states/South korea) identity.
At the second year, based on the results from the first year's research, it tried to create a value of social integration and suggest a desirable direction for the policy through holding workshops for experts and working group concerned with governance.
Technically it concentrated on 'studying Life History' of 40 north korean defectors, especially on the methodology of Oral Life History. Managing both documentary research and four workshops-one held in Canada-, we published a total of 5 academic papers-2 papers in the first year, 3 in the second year, the original plan was to publish 2 articles every year-.
In "The formation and change of the national identity of university students that have defected from North Korea", by Oral life history of the defectors who were in their puberty at the time of escape - before they establish their self-identity- , the research studies North korea region before defection, experiences from staying in third nations and restructured identity while living in South korea.
In "North Korean Immigrants’ Learning Experiences and Reconstruction of Identity", it investigate the change in North Korean defectors' social identity and their own opinion on their experiences. It analyzes how the experience earned in South korea influenced their identity change process.
"Research Trend and Priority Subject of Policy Research on North Korean Defector : Soul-searching and Communication beyond Quantitative Growth" Having noticed the repeated contents in the research reality, despite the quantitative growth during the past 15 years, it explored the trend in broad policy research on North korean defector.
"The Experiences of Child Reunification among North Korean Women in South Korea" is a study that clarifies the meaning and essence of the experiences of child reunification among North Korean women in South Korea in order to seek profound understanding in reunification experience. In addition it considers the psychosocial meaning of their experience of child reunification and the implication of support for North korean women in South Korea.
"Perception & Task of Policies on the Settlement of North Korean Migrants: "Going beyond Settlement Support to Social Integration" tried to seek new value of the consistent policy on the settlement aid and new strategy for it. As an outcome, it found that there are different perspectives among actors in the governance on the definition of North Korean defector and aid delivery system in the settlement project.
As a result, even though it wasn't originally expected, all the findings of the research have been presented in academic conferences and all the papers were published in the journal.
