공약(空約)과 돈쓰기 경쟁: 지방개발정책의 실패사례 = Hollow Promises and Competition of Wasting Budget: Failure of Development Policy

다국어 초록 (Multilingual Abstract)

Government executes policy with the ultimate goal of enhancing the public good. However, not every policy can achieve its goal, and policy failure happens. The most important thing is not only to punish the person in charge, but also to analyse the causes of failure and prevent their repetition. This article analysed the strategies, restrictions, resources, and means of each actor through action strategy system theory (ASST). It especially focused on politician interests, resources, and strategy, and analysed the causes of policy failure based on public choice theory and rent-seeking theory. Two types of actor were categorized. First, the high-level actors are the mayor of the City of Taebaek, the Taebaek development organization, the Taebaek construction bureau, and local Taebaek politicians. Second, middle- and low-level actors are senior Taebaek officials, team managers, and lower-level bureaucrats. As a result, it is argued that the mayor of Taebaek was the key factor in this policy failure and that there is no monitoring system by Gangwon Province or the central government.

국문 초록 (Abstract)

이 연구는 행위전략분석법의 시작에서 각 행위자가 가진 “전략, 제약조건, 자원, 수단과 이에 따른 행위”를 함에 따라 정책이 실패하는 과정을 분석하는 것이다. 특히 정치인으로서 유인체계와 각 행위자들의 전략을 분석하여 왜 이러한 정책실패가 나타나는가를 분석한다. 이 연구에서는 고위층, 중･하위층으로 행위자를 구분하였다. 고위층은 태백시장, 태백관광개발공사 사장, 사업추진단, 태백시의회 의원이며, 중･하위층은 태백시의 국･과장, 실장, 단장과 하위직 공무원, 지방공기업 직원이다. 이와 함께 상위정부인 강원도와 중앙정부를 주요 행위자로 구분하였다. 중요한 시사점은 정책실패의 여러 원인 중에서 근본적으로는 지역에서 막강한 권력을 가진 정치인(지방자치단체 단체장)의 문제가 크다고 분석하였다. 중하위층 행위자들은 이에 대한 조연역할을 한 것이다. 또한 지방자치단체의 사업을 감시･감독할 수 있는 권한을 가진 행위자(정치인, 중앙부처)의 부재문제, 위험이 큰 대형 사업의 경우에 지방자치단체가 주도하는 것에 대한 문제, 민간경영기법의 도입문제에 대한 고려가 중요하다고 판단하였으며, 이에 대한 대안을 제시하였다.
