건강도시에 대한 비판적 고찰 - 열린 담론을 기대하며 = Review for Open Discussions About Healthy Cities Program

국문 초록 (Abstract)

본고는 현재 우리나라에서 주목받고 있는 건강도시 프로그램에 대한 열린 담론을 모든 사회 구성원에게 촉구하기 위해 시도되었다. 건강도시 프로그램은 WHO에 의해 소개되고 수행된 지 20년의 경험적 축적이 이루어진 역사를 지니고 있다. 한국의 경우, WHO 건강도시연맹 가입이 2004년을 기해 시작되었으며 2007년 1월 9일 현재 18개 국내 도시가 회원으로 가입되어 있는 실정이다 현 상황에서 건강도시에 대한 열린 담론을 기대하며 그에 대한 고찰의 필요성을 제기하는 본고는 건강개념에 대한 재고 및 그 한계 극복의 필요성을 제시한다. 아울러 추상적이고 철학적이며 거대용어들의 집합으로 이루어진 건강도시 관련 용어와 건강도시 발생 배경이라는 근원으로의 희귀시도를 강조하고 있다. 건강도시는 공중이 중심이라는 관점과 모든 도시 구성원에 의한 관심과 참여로 이루어 갈 수 있는, 모든 사람들의 삶과 관련된 과정적 쟁점이기 때문이다

WHO s healthy cities program has been introduced for 20years. Currently total 18 Korean cities became members of the alliance for healthy cities It may be an odd idea if someone tries to consider the foundation of healthy cities at the time of action. However, it is also undeniable fact that it s ground can only lead us to the effective ways of plans and actions. With full understanding of the ground such as related concepts and principles, the goal of healthy cities program could be successfully achievable. The requested basics are concepts of health, public health, health for all. and health promotion. The attributes of healthy cities also need to be understand. That is, urbanization, diversity, preparation, comprehensiveness, substantiality, innovation, process, long-term plans, intersectoral action, partnership, community participation, healthy public policy and so on The social model of health and health promotion must be applied for healthy cities program. The program as a public health movement follows interdisciplinary team approach with its enabling, mediating and advocating roles. A key issue is that the program is a comprehensive package program with several action areas. To be a successful program, public health leadership is essential All the terms used for the healthy cities program are not simple and easy to understand. Those are rather abstract and philosophical. Thus, the deep understanding of those terms and insight in relation to the healthy cities are emphasized for the development of healthy cities program
