네트워크 이론을 적용한 개인정보 유통구조 분석 = Analysis of Personal Information Data Flow Structure based on Network Theory

국문 초록 (Abstract)

최근 5년간 금융회사, 공공기관, 기업 등 57곳에서 유출된 개인정보가 약 1억 3,752만 건에 달하고 있으며, 보험사가 보유한 고객들의 민감정보가 위.수탁을 통해 3만 6,000여 곳에 흘러들어간 것으로 파악되었다. 또한 성인남녀의 93%가 불안감을 느끼고, 최근 카드사 대규모 정보유출로 불안감이 더 커졌다는 응답이 88.1%에 이르는 등 개인정보의 유통에 대한 국민들의 관심과 불안이 매우 높아지고 있다. 개인정보의 유통 현황을 분석하고 파악하는 일은 개인정보가 집중되는 개인정보처리자에 대한 관리와 대응 차원에서 매우 중요한 이슈이다.
본 논문은 개인정보처리자가 인터넷 홈페이지 등을 통해 공개해야 하는 개인정보처리방침 데이터와 네트워크 이론을 결합하여 개인정보의 유통 구조를 분석하는 방법을 제시한 최초의 연구이다. 이를 통해 개인정보 유통 현황 및 개인정보가 집중되는 개인정보처리자를 보다 과학적인 방법으로 관리 할 수 있으며, 개인정보보호 규제 정책의 성과를 모니터링 및 제고할 수 있다.

다국어 초록 (Multilingual Abstract)

The study on the structure of personal information flows is very important because government can measure and respond the risks caused by companies who receive more personal information than any other companies from other personal data users and operate their business.
As the value of personal information are recently getting higher and higher, companies which intend to process a large scale of personal information are pervasive. Accordingly the issue on the structure of personal data flow has come to the fore in the aspect to leading personal information processors who receive far more personal information from others to comply to the personal information protection laws.
Even though this environment, we could hardly find any researches which suggested the current situation on the relationship between offerers and receivers and between trusters and trustees of personal information. Furthermore we couldn’t find any researches and surveys which can develop tools and methodologies in order to review the structures of personal information flows in the holistic view. In this regards, we suggested the framework for personal information data flow structure using privacy policies of personal information managers based on network theory.
This study theoretically contributes to extending the application of network theory and practically and eventually contributes to assisting regulatory authorities to find and monitor personal information processors the personal information can be centralized.
