초등 방과후학교·돌봄 정책의 재정 배분 현황 및 효과 분석

국문 초록 (Abstract)

공교육에서 방과후 교육･돌봄은 저출생 대응을 위한 정책 수단에 그치지 않고, 점차 아동의 전인적 성장과 학습 기반 형성에 기여하는 교육정책의 영역으로 자리매김하고 있다. 초등 방과후학교･돌봄 정책은 이러한 시대적 요구 속에서 여러 변곡점을 거쳐 점차 지역 기반의 정책사업으로 발전해왔다. 여기에는 지역별 특성과 수요에 부합하는 맞춤형 서비스 제공이라는 긍정적인 기대와 학교 및 지역 간 격차 심화라는 우려가 공존한다. 그러나 초등 방과후학교･돌봄 정책의 재정 배분과 운영 양상을 체계적으로 분석한 연구는 아직 충분하지 않다. 더 나아가 정책사업의 재정 투자 수준이 수요자 만족도와 어떤 관계가 있는지를 규명한 연구는 매우 미비한 실정이다. 이러한 문제의식에 따라 본 연구는 초등 방과후학교･돌봄 정책의 재정을 객관적으로 진단하고, 그 효과를 실증적으로 분석함으로써 정책사업의 질적 제고를 위한 개선방안을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

In public education, after-school education and care are no longer viewed merely as policy measures to address low birth rates. Instead, they are increasingly recognized as key educational initiatives that support hildren’s development and strengthen the foundation for learning. In Korea, elementary after-school and care policies have undergone several turning points, gradually evolving into regionally driven initiatives. This evolution brings both positive expectations—such as the provision of services tailored to local needs—and concerns about widening disparities among schools and regions. Despite these developments, systematic analyses of the financial distribution and operational patterns of these policies remain limited. Moreover, empirical research exploring the link between financial investment levels and user satisfaction is still scarce. Against this backdrop, the
present study aims to objectively diagnose the financial landscape of elementary after-school and care policies, empirically analyze their effects, and ultimately propose policy improvement strategies to enhance the quality of these programs.
