전 세계적으로 인구 고령화가 가속화됨에 따라 노인, 장애인, 외국인을 포함한 다양 한 사용자 계층은 공공시설 이용 과정에서 편의성과 안전성에 대한 요구 수준이 지속 적으로 높아지고 있다. 공공도서관은 대표적인 공공 문화시설로서 편의시설의 설계 및 운영은 사용자의 접근성, 공간 활용, 서비스 참여 경험에 직접적인 영향을 미친다. 유 니버설디자인(Universal Design)은 모든 사용자에게 안전하고 편리한 환경을 제공하는 것을 강조하므로, 공공도서관 편의시설에 유니버설디자인을 적용하는 것은 사회적 포 용성 강화 측면에서 중요한 의의를 지닌다. 이에 본 연구는 중국 공공도서관의 실정을 반영한 유니버설디자인 기반 편의시설 평 가항목을 개발하고, 이를 통해 편의시설 개선 및 사용자 경험 향상을 지원하는 것을 목적으로 하였다. 연구 범위는 공공도서관 외부 및 내부에서 사용자가 이용하는 편의 시설 전반으로 설정하였다. 연구 방법으로는 문헌 분석, 사례 조사, 중요도 조사 및 전문가 포커스그룹 인터뷰(FGI)을 단계적으로 수행하였으며, 이론적 고찰–평가항목 구조화–실증 검증의 과정을 통해 평가항목을 도출하였다. 구축된 평가체계는 5개 평가 공간(외부 진입 공간, 이동 공간, 내부 공간, 기능 공 간, 위생 공간)과 12개의 시설 유형(접근로, 주차장, 주 출입구, 계단, 경사로, 손잡 이, 엘리베이터, 복도, 내부 출입구·문, 가구, 서비스 장비, 화장실)으로 구성되며, 유니버설디자인의 4가지 원리(지원성, 수용성, 접근성, 안전성)와의 대응 관계를 확립 하였다. 또한 중국의 무장애 관련 기준과 한국의 유니버설디자인 가이드라인을 함께 반영하여 실무적 활용 가능성을 강화하였다. 실증 조사 결과, 평가항목들은 높은 신뢰 도와 적용 가능성을 확보한 것으로 확인되었다. 본 연구는 공공도서관 편의시설의 유니버설디자인 적용 연구 영역을 확장하고 평가 항목 개발과 체계 검증에 이르는 재현 가능한 연구 절차를 제시하였다는 점에서 학술 적 의의가 있다. 그리고 중국 공공도서관의 편의시설 개선 및 운영 관리에 적용 가능 한 안정적 평가 도구를 제공함으로써 유니버설디자인 개념의 실질적 구현을 지원할 수 있다는 점에서 실무적 의의가 있다. 한편, 본본 연구는 연구 대상이 중국 공공도서관 으로 제한되고, 평가 범위가 물리적 공간에 국한되어 서비스 및 스마트 보조 시스템을 충분히 포함하지 못한 점에서 한계를 지닌다. 따라서 향후 연구에서는 지역 및 공공도 서관 유형을 확장하고, 디지털 및 스마트 편의시설을 포괄하는 평가항목을 구축하여 국제 비교 연구를 수행함으로써 공공도서관 편의시설의 유니버설디자인 수준의 체계적 향상을 도모할 필요가 있다. 키워드: 공공도서관, 편의시설, 유니버설디자인, 무장애디자인, 평가항목 개발

Development of Universal Design Evaluation Items for the Improvement of Convenience Facilities in Chinese Public Libraries Name : Hua Zhang Advisor : Ph. D. Min Kyoung Kim Department of Design Graduate School of Gwangju University With the acceleration of global population aging, diverse user groups—including older adults, people with disabilities, and international users—are demonstrating increasingly high demands for convenience and safety in the use of public facilities. As a representative public cultural institution, the design and operation of convenience facilities in public libraries directly influence users' accessibility, spatial utilization, and service participation experiences. Universal Design emphasizes the provision of safe and convenient environments for all users. Therefore, applying universal design principles to public library convenience facilities is of significant importance in enhancing social inclusiveness. Accordingly, this study aims to develop a universal design–based evaluation system for convenience facilities that reflects the actual conditions of public libraries in China, thereby supporting facility improvement and enhancing user experience. The research scope covers a wide range of convenience facilities used by patrons both inside and outside public library buildings. In terms of methodology, literature review, case analysis, importance survey, and expert focus group interviews (FGI) were sequentially employed. Through a structured research process consisting of theoretical review, evaluation item development, and empirical verification, a systematic set of evaluation items was derived. The proposed evaluation system consists of five evaluation spaces (external access space, circulation space, internal space, functional space, and sanitary space) and twelve facility categories (access routes, parking areas, main entrances, stairs, ramps, handrails, elevators, corridors, internal entrances and doors, furniture, service equipment, and restrooms). Clear correspondences are established between the evaluation items and the four core principles of universal design (Supportiveness, Adaptability, Accessibility, and Safety). Furthermore, the system integrates both Chinese barrier-free regulations and Korean universal design guidelines, thereby enhancing its practical applicability. The results of the empirical study indicate that the evaluation items demonstrate a high level of reliability and applicability. This study contributes academically by expanding research on the application of universal design to public library convenience facilities and by presenting a reproducible research procedure encompassing evaluation item development and systematic validation. In practical terms, it provides a stable evaluation tool applicable to the improvement and management of convenience facilities in Chinese public libraries, thereby supporting the implementation of universal design principles. Nevertheless, the study is limited by its focus on public libraries in China and by its emphasis on physical spatial conditions, without fully incorporating service systems or smart assistive technologies. Future research should expand the range of library types and incorporate digital and smart convenience facilities, as well as conduct international comparative studies to further advance the level of universal design in public library convenience facilities.
