「평생교육법」 개정에 따른 장애인평생교육과 직업재활 연계방안 = Exploratory Research on the Linkage between Lifelong Education for People with Disabilities and Vocational Rehabilitation under the Lifelong Education Act Revised

다국어 초록 (Multilingual Abstract)

This article tried to understand roles of lifelong education for people with disabilities among revised lifelong education act and to search how rehabilitation counselor attend to the area of lifelong education for people with disabilities and connect. And this article reviewed literatures on significance of act revision and carried out FGI with seven experts. The result was as follows as.
First, responsibility of nation on lifelong education for people with disabilities was emphasized after act revision and was extended. Second, the roles of national lifelong educational promotion center for people with disabilities was reinforced and extended possibility of attendance and connection.
Third, the result of deep interview between experts appeared as necessity of reestablishment about concept. lifelong education support necessity by disability area, restructure and support of work and methods exploration for coexistence. In conclusion, the methods for coexistence are need because vocational rehabilitation and lifelong education for people with disabilities are essential for adults with disabilities.

국문 초록 (Abstract)

본 연구에서는 「평생교육법」개정에 따라 확대된 장애인평생교육의 역할에 대한 이해와 함께 장애인 재활상담사의 역할과 직무영역을 살펴봄으로서 장애인 재활상담사가 장애인평생교육 분야에 어떻게 참여하고 또 연계해 갈 것인지 살펴보고자 하였다. 이를 위해 법개정의 의의에 대한 문헌고찰과함께 장애인평생교육 및 직업재활 전문가 7인을 대상으로 FGI를 실시하였으며 분석한 결과는 다음과같다. 첫째, 법 개정이후 장애인평생교육에 대한 국가의 책무성이 강조되었고 이에 따라 장애인평생교육의 역할이 강조된 것으로 나타났다. 둘째, 법개정으로 국가장애인평생교육진흥센터의 역할이 강화되었고 전문인력제공이란 측면에서 직업재활영역과 연계할 때 교육적 성과에 기여할 수 있음을 알수 있었다. 셋째, 전문가 간 심층면담을 통해 나타난 연계방안은 개념에 대한 재정립의 필요성, 장애영역별 평생교육지원 요구, 업무의 재구성과 지원의 필요, 상생하기 위한 방안 찾기 등으로 나타났다.
결론적으로 장애인평생교육과 직업재활은 장애인의 성인기 삶에서 필수적인 것으로 인력배치문제나운영측면에서 장애인평생교육에 대한 개념재정립과 함께 서로의 영역에 대한 이해가 필요하고 이를토대로 상생할 수 있는 방안 마련이 시급함을 알 수 있었다.
