      The existing city which consists of the downtown in Korea has
      been built spontaneously, and it is in difficulties for the distribution
      problem and traffic congestion since undersupply of social facilities
      cannot afford to handle the increasing traffic demand. So the traffic
      facilities have been reinforced to increase the competitiveness of the
      city and solve the related problems.
      A policy of Social overhead capital(SOC) was established by a
      feasibility study for the convenience and finance at that time of
      construction, and the number of cars is rising steadily owing to easy
      accessibility and an increase of the income level. On the contrary, road
      facilities are imperfect. So an invigorating policy for mass
      transportation is needed.
      But demand for the mass transportation has been on the decrease
      due to inconvenience of it and payability of the related business goes
      on the declining accordingly. It means that existing way will be
      without effect.
      A new traffic system which can make up for defects of the road
      traffic and correspond to green development is necessary and a national
      long range plan to activate it has to be established. It requires to
      forecast the exact demand and to develope a domestic system and
      technology related. Also standardization in LR(Light Rail) industry
      should be done as like safety standards and standardization of
      manufactures. Lastly the system to reinvigorate private enterprise
      needs to be improved.
      Especially the traffic congestion becomes more and more seriously
      in the existing city which has been built spontaneously and a
      measure to solve the problems should be considered accordingly. But
      there are pending issues for instance obstructions and opinions
      divided between the interested parties. To apply the new traffic
      system with effect a LR system should be built after careful
      considering a financial government support, geographical features and
      given circumstances in the field.
