국회 입법과정에서의 국민참여제도 분석 : 공청회제도를 중심으로 = Public Participation in the Legislative Process of the National Assembly: Public hearings

국문 초록 (Abstract)

국회 입법과정에 국민들의 목소리가 제대로 반영되고 있는지를 살펴보기 위해 공청회 제도를 분석한다. 공청회에서 논의된 의견이 국회 법안심사과정에 얼마나 반영되는지를 파악하기 위해 제19대 국회에서 실시된 공청회 중 2건에 대한 회의록을 분석한 후, 공청회 이후에 진행된 상임위원회 및 소위원회의 법안심사회의록을 분석하여 비교한다. 그 결과 공청회에서 다뤄지는 중요 내용과 상임위원회 법안심사 과정에서 다뤄지는 중요 내용들이 상이하게 나타났다. 공청회 제도가 입법과정에서 국민참여기제로서의 역할을 충실히 할 수 있도록 제도 개선이 요구된다.

다국어 초록 (Multilingual Abstract)

The public hearing system is analyzed to see if the public s voice is properly reflected in the legislative process of the National Assembly. The minutes of the 19th National Assembly s public hearing shall be analyzed and compared with the minutes of the standing committee held after the public hearing. As a result, we found that the main contents covered by public hearings and standing committees were different. Public hearings should be improved to ensure public participation in the legislative process.
