      PR man prepares press release for the reporter of media to do publicity that is partical and important activity in PR. In general this press release is almost about straight news. From the news paradigm, importance, uniqueness, and informativeness of special happenings or events is the criteria of report value. Traditonally the most important criteria of publicity is news value. So press releaser makes special news that has news value and delivers news release to reporter of press. Then straight news is publicized. But from the viewpoint of story beyond news, press releaser finds meaningful story that has story value and delivers story release to reporter of press. Then feature story is publicized. From the story paradigm, meaningfulness, interest, sympathy of story is the criteria of report value. This paper proposes paradigm shifting model on story value·story release beyond existing news value·news release.
