로스쿨 도입 과정의 딜레마 상황과 형식주의 대응에 대한 연구 = The Study on A Policy Dilemma Situation and Formalism about Inducing Law School Institution or not in Korea

다국어 초록 (Multilingual Abstract)

Policy maker had been faced a difficult problem about whether inducing law school institution or not for ten years, even though it was suggested with new alternative for judicature reformation in Korea. We can analysis this hard conflict situation with four time period which are `t1＝a period of argument about inducing institution`, `t2＝a period of confirmation about this problem`, `t3＝a period of actualization about that` and `t4＝a roaming period for realization` according with criterion on major problem argument issue and explain flow of problems with policy dilemma theory. The reason to this dilemma situation is opposition values conflict between reformation by new institution and incremental change with existing institution. Also, we can know that policy makers have coped with dilemma situation through showing a formal counterplot and have leaved potential dilemma problems on this study. This is major cause of long term dilemma situation for ten years related to problem of inducing law school institution in Korea.
