光州廣域市 住民提案 方式의 第1種 地區單位計劃 樹立에 관한 硏究 = The Study on the Planning Establishment of The First-Class District Unit in Residents Proposed Method in Kwangju Metropolitan City.

국문 초록 (Abstract)

급변하는 21세기를 맞이하여 우리 사회는 변화하는 외부환경에 대응하기 위한 새로운 도시기능에 대한 수요를 끊임없이 창출하고 있으며, 주민의 소득 및 의식 수준이 높아짐에 따라 기존 도시생활 환경의 질적 향상에 대한 요구가 증대되어 공간정책 및 이에 대한 주민의식도 큰 변화를 가져왔다.
주체에 따라 지구단위계획의 목적과 추구하고자 하는 결과에 대해서 상이, 하지만 궁극적인 목적은 다름 아닌 계획 하고자 하는 곳에 살려는 주민의 이익과 도시 생활환경의 개선이 목적이 되어야 함이 분명하다.
그렇지만 공공성을 갖는 관 주도형 지구단위계획과 개발의 자율성을 추구하는 민간주도형의 지구단위계획은 큰 차이를 보인다는 것은 현재 광주광역시에서 수행하고 있는 사업들을 보면 알 수 있다.
관 주도형의 지구단위계획을 보면 공공의 이익과 생활의 편리와 제도적이고 체계적인 관리, 무분별한 개발을 제어함을 목적으로 하지만 민간주도형의 지구단위계획은 물론 공공의 이익과 주변지역의 생활환경을 개선함을 목적으로 하는 것은 맞으나 개인의 사익을 위한 개발 수단의 목적으로 하면서 관 주도형과의 차별성을 두고 있는 것은 사실이다.

본 연구에서는 주민제안 방식으로 제1종지구단위계획을 수립한 광주광역시 제1종지구단위계획구역인 “하남상업지역 동측 일원(무진로 북측 일원)”을 대상사례지로 선정하며, 대상지의 계획내용과 당시의 수립 과정상 문제점과 개선방안을 제시하고자 했으며, 이에 따른 연구를 수행하였다.
첫째, 지구단위계획의 도입배경과 변천, 이론적 개념, 역할 등의 이론적 고찰과 주민제안 지구단위계획의 이론적인 개념을 확립하며, 주민제안 지구단위계획과 주민참여에 관련된 선행연구 및 유사연구 등을 검토하여 문제점과 개선방안을 도출하기 위한 이론적 배경을 마련하였다.
둘째, 본 연구자가 수행하였던 제1종 지구단위계획구역 “하남상업지역 동측 일원(무진로 북측 일원)”을 대상구역으로 선정하여 계획내용과 과정 등을 검토 분석하여 문제점과 개선과제를 도출하였다.
셋째, 앞서 검토하였던 사항들을 기초하여 주민제안 지구단위계획의 효율적 운영을 위해 개선방안을 검토·제시하였다.
넷째, 연구의 결론으로 검토되었던 내용을 요약 정리하여, 앞으로 수행되는 개발계획에 대한 합리적 방향을 제시하고자 하였다.

결과적으로 주민제안 방식 지구단위계획의 변질을 조금이나 줄이며, 현행제도에서 추구하고자 하는 제어장치로 이용될 수 있도록 본 연구에서는 사례지역의 법적인 제도의 미비점, 계획 수립의 투명성 및 주민의 참여도 결여, 계획수립의 현실성 부족 등을 파악하고 그런 문제점을 개선하고자 했다.
따라서 본 연구자는 개선하고자 했던 광주광역시의 제도의 운영을 효율적으로 할 수 있도록 주민제안 방식의 지구단위계획의 구체적인 지침을 제시하고자 하였으며, 현행에서 운영하는 제도를 「국토계획법」 및 「주택법」 등의 근거 법령을 달리하는 주민제안 방식 지구단위계획 수립의 지침을 통합관리 및 운영되도록 하여 행정의 원활한 지침을 제공하고 주민의 제안을 좀 더 활성화될 수 있도록 기여하고자 다음과 같이 제시하였다.
첫째, 주민참여를 위한 절차를 의무화하여야 한다. 주민참여는 계획수립 과정상에서 발생하는 여러 가지 불협화음에 있는 합의점이라 할 수 있을 것이다. 개인의 이익보다는 공공의 이익을 우선할 수 있도록 절차를 마련해야 한다.
둘째, 주민제안 요건은 계획구역의 토지 권원확보 및 주변지역의 수혜자인 주민의 의견을 최대한 수렴하여 민원 발생률을 줄일 수 있도록 제어 장치를 마련해야 한다.
또한, 제도적으로 기반을 마련할지라도 계획의 투명성과 주민의 참여가 뒷받침되지 않는다면 계획수립에 따른 사업시행과 연계한 현실성은 없을 것이다. 이러한 이유에 주민의 적극적인 참여를 독려하고 계획의 현실성을 뒷받침할 수 있도록 행정의 지원정책 마련의 필요성을 제시하였다.

The Study on the Planning Establishment of The First-Class District Unit in Residents Proposed Method in Kwangju Metropolitan City.

With the rapid changing in the twenty first century, our society has created the demand of the city function for corresponding to the changing environment, and the demand of the quality improvement in urban life environment depending on the higher income of the residents and of consciousness level and it has changed the residential consciousness about space policy.

Even though the purpose of the district unit planning and the result of pursued goal depending on the subject are different, the ultimate purpose must be clearly the residential benefit of the unit and improvement of life environment.
However, the privately led district unit planning which was pursed the developmental autonomy and publicly led district unit planning by the government was wrong to be seen by the plan performed by the presently Kwangju metropolitan city.
While the government led district unit planning purposed on the public benefit, convenient life, systematic management, controlling of the indiscreet development, privately led district unit planning purposed on public benefit and life environment of surroundings evidently, but it was distinctive with publicly led style in the purpose of the developmental means for the benefit of business subject.

This study selected the object of the district unit planning of Kwangju metropolitan city established the first-class district unit planning of the residents proposed method, and suggested the planning content of the objective location and the problem and the improvement of the establishing process and hereafter study.
Firstly, it is surveyed the introduction background and changing, theoretical concept, role of the district unit planning, and established the theoretical concept of the residents proposed district unit planning, and prepared the theoretical background for the problem and the improvement measure by surveying the former and similar study of the district unit planning.
Secondly, the researcher selected the object from the first-class district unit planning area and deducted the problem and improvement task through the analysed survey of the planning content and process.
Thirdly, it is surveyed and suggested the improvement method for the effective operation of the residents proposed district unit.
Fourthly, the conclusion was summarized the discussed content, and suggested the rational direction for the hereafter development plan.

Consequentially, this study purposed to reduce little bit the intended change of residents proposed method, and it can be used the controlling equipment for present performing system by surveying the problem of the establishing process and the problem with the residents and suggested the effective, systematic city planning of the residents proposed the first-class district unit.
