Four years has been passed since president Roh Moo-Hyun's "During those periods the diverse administration has made various policies to cope with soaring property price. Among them, tax policy was one of the top item. This can be easily understood through the series of policies which they made, such as, new dual taxation system on landholdings, taxation on total household real estate assets, swift adjustments on standard of tax assessments, large scale tax audits. In dealing with real estate problems, tax manipulation is a kind of technique which aims to control supply and demand by lowering the gains through the real estate holdings.
This, in short, is to stabilize the price through demand control. so, they tried hard in solving real estate problem through the stabilization of the real estate prices. But, it looks, this also creates serious problem when they use this tax manipulation technique excessively.
For these reason, in this thesis, analysis has been made on real estate taxation policies by the "participatory government" and their influences to real estate market. As a result, suggestions are made on a better direction for which the real estate policy should heads. And it is hope that there should be a solution which reflects real demand and not the demand from speculation. For this study, various reports and statistical data regarding real estate was used. For the understanding of present taxation situation, research papers and published books were used which covers real estate taxation and its history of progress. And about tax policies and taxation on total household real estate assets by the "participatory government", studies were made through theoretical analysis of its contents, and information from real estate internet sites and web site of the Ministry of Construction and Transportation. And through those information, it is analyzed that how the tax policies made by "participatory government" had affected real estate market.
As "Participatory government" imposed tax on actual prices of land and houses from year 2006, actual trading volumes between 1st through 4th quarter of year 2006 and 1st quarter of 2007 were analyzed. It is obvious that the trade volume of the 4th quarter of 2006 is doubled the volume between year 2006 through 1st quarter of 2007. It is when the actual price system was imposed. And if it is compared to the time of November 15, 2006, and January 11, 2007, the time when government announced new real estate policies, the trade amount dropped by 10 percent than other period.
As we reviewed as above, the "participatory government" has prepared various counter measures over real estate problems. Among them "tighter control over reconstruction permits", "application of actual prices in taxation", introduction of "new comprehensive real estate taxes", "designation of speculation area and of excessively speculative area", can be the core of the policies provided by the "participation government".
For this study, it becomes obvious that tax policy and real estate market is closely related. Therefore, following alternative measures can be summarized through this study: (ⅰ) Establishment of tax policy as a supportive measure against real estate problems. (ⅱ) Preparation of relief measures on heavy capital gains taxes in the case of 2houses in one household. (ⅲ) Selective implementation in public housing development plan. (ⅳ) Establishment of housing supply policy which reflects market demand. (ⅴ) Preparation of measures for the normalization of the function of prices at real estate market. (ⅵ) Preparation of a measure which can solve the complexity in taxation structure. (ⅶ) Expansion of the supply of the residences for those who has actual demand and for low income households. (ⅷ) Keeping consistency in tax policy by the government. This is a sincere hope that above propositions can be a contribution to the stabilization of real estate prices and the betterment of the quality of life of people who wishes to live in a more comfortable residential environment.
