사이버테러 및 범죄방지를 위한 국제기구 설립의 필요성 : SNS를 이용한 인터넷사기와 사이버 폴리싱을 중심으로 = SNS Fraud and Cyberpolicing

국문 초록 (Abstract)

인터넷이 지속적으로 발전하는 가운데 소셜 네트워크 서비스 (SNS) 역시 빠른 속도로 발전하면서 정보통신기술 이용자들의 일상생활에 많은 영향을 주고 있다. 긍정적인 측면으로 본다면, 사람과 사람의 관계 구축을 통해 훈훈한 인간관계나 비즈니스에 큰 도움을 줄 수 있는 기회를 제공하고 있지만, 부정적인 측면으로 볼 때 인터넷상에서 활약하는 사기범죄자들로 하여금 그들이 속이려는 상대방을 더 쉽게 찾을 수 있게 도와주고 상대를 속이는 데 필요한 정보들을 손쉽게 얻을 수 있게 하고 있다. 대부분의 인터넷 사기는 사회공학적 기법으로 이루어진다. 여기에 이동성이 강화된 스마트폰 같은 모바일 테크놀로지가 그들의 범죄를 더욱 가속화하고 있는 가운에 기존의 법집행 전략으로는 소셜 네크워크 서비스 사이트에 실시간으로 접속하여 남을 속이는 인터넷사기범죄를 통제하는데 어려움이 있다는 문제점이 있다. 따라서 범죄 행위가 국내를 넘어 전 세계에 걸쳐서 발생하는 심각성은 이루어 말할 수 없다. 그러므로 이러한 ‘유비쿼터스 사이버범죄 (Ubiquitous Cybercrime)’에 대응하기 위해서는 ‘사이버폴리싱(Cyberpolicing)’ 모델의 도입이 필요하다 할 것이다. 사이버폴리싱 모델은 다양한 구성원들로 이루어진 폴리싱 주체들이 민관협력을 바탕으로 소셜네트워크를 이용한 인터넷사기를 포함한 전반적인 인터넷 사기범죄에 효과적으로 대응할 수 있는 대안이 될 것이다. 나아가 사이버폴리싱 모델을 바탕으로 인터넷사기를 국제범죄 차원에서 대응할 수 있는 국제기구 설립도 고려해 볼 수 있다.

다국어 초록 (Multilingual Abstract)

Social Network Service (SNS) has been rapidly developing and affecting to the life of many IT users while internet has been steadily developed in our society. For the positive perspective, SNS helps to establish better business opportunity and human relationship. while its negative perspective concerns that it helps con-artist easy to find their targets and to obtain necessary information to deceive. Most scams are used by social engineering and enhanced mobile technology such as smart-phone assists their criminal activity. Existing law enforcement model does not effectively respond to the internet fraud that have been done in real time connection. Since its significant damages are worldwide, it is imperative to tackle down immediately. Partnership policing efforts to reduce the incidence of Internet fraud to minimize monetary loss of those victimized are unlikely to succeed unless they are fully aware of the new policing strategy of cyberpolicing. The implementation of cyberpolicing model has to be done in order to respond to ubiquitous cybercrime. This model is consist of multiple policing actors based on private-public partnership to respond to the SNS fraud as well as internet fraud as a whole. Analyses show that international cooperation between private and public models of policing is essential in order to respond to Internet fraud effectively and efficiently. International cross-sector partnership policing of internet fraud between private and public sectors should have more effective and efficient procedures for intra agency and industry cooperation and coordination. This could be accomplished through the establishment of a neutral non-profit international agency that links the two sectors worldwide.
