국문 초록 (Abstract)

본 연구는 공공기관들의 자산 운용환경의 변화와 이에 따른 문제점을 도출하고 특히 부동산 자산 운용 을 성공적으로 수행한 국내외 사례를 통해 새로운 자산운영 방안을 모색하는데 목적을 두고 있다. 우리나라의 공공기관들은 부채감축과 공공기관이전으로 인해 보유하고 있는 부동산 자산을 처분하 거나 수익자산으로 전환시켜야 하는 상황에 놓이게 되었다. 우리나라의 KT는 이미 2000년대초 이와 유 사한 경험을 한 바 있다. 일본은 버블붕괴와 회계제도의 변화로 인해 부동산 자산에 대한 운영전략이 크 게 변화되었다. 유효 개발 및 운영은 물론 리츠 등을 통한 자산유동화 등 부동산 자산운용 방안이 매우 다 양해 졌다. 미국의 RTC의 사례는 매각처분이 사실상 어려운 부동산 자산을 부실채권으로 인식하여 성 공적으로 처리한 사례이다. 향후 우리나라 공공기관들의 부동산 자산운영 방향은 기업부동산 전략 차원 에서 접근이 요구되며 단순 매각 이외에 개발 및 증권화, 지분투자 등 다양한 운용전략을 선택할 수 있어 야 할 것이다.

The purpose of this study is looking for ways to use and manage of real estate owned by public organization. Korean public organization become faced with environmental changes in property asset management. First, public organizations must reduce their debt through the sale of real estate holdings and business restructuring. Second, public organizations must move their headquarters to innovation city. To build new office, their vacated public facilities should be sold. However, the real estate market has been so depressed. According to national and international practices(including USA and Japan), real estate assets held by public companies should be re-evaluated and re-classified. For example, income assets, non-performing assets should be separated. And public organization should establish their real estate asset management strategy. such as CRE(Corporate Real Estate) strategy including development, asset management, sale, securitization, and equity investment.
