지능형 CCTV를 활용한 어린이집 아동학대 예방 방안

국문 초록 (Abstract)

아동학대는 자기 의사 표현 능력이 서투른 아동기에 신체적 정서적 아동학대를 받음으로써 정서불안 등 아동발달에 매우 안 좋은 영향을 미치게 되어, 성인이 된 후 자녀들에게 아동학대가 반복될 가능성이 많은 심각한 범죄이다. 현재 사회적으로 맞벌이 부부가 확대되는 추세로 아이들을 어린이집에 위탁하는 가정이 늘어나면서 어린이집 보육교사의 아동학대가 점차적으로 증가하고 있다. 본 연구에서는 아동학대를 효과적으로 예방하는 방안으로 CCTV 영상의 움직임 정보 분석을 통한 아동학대 장면 검출과 현장의 소리에 대한 음성인식을 통한 아동학대 상황을 신속하게 판단할 수 있는 지능형 CCTV 영상감시시스템을 제안한다. 기존의 CCTV 시스템에 아동학대와 관련된 소리정보를 활용함으로써 아동학대 상황판단의 정확성을 향상시킬 수 있으며, 아동학대나 안전사고에 대한 사전 예방 및 신속한 대처가 가능하다. 그러나 현행 CCTV 운영의 근거 법률인 개인정보보호법에는 기본권을 침해할 소지가 크므로 CCTV 시스템에 녹음기능은 사용할 수 없다고 규정하고 있다. 어린이집 구성원들의 기본권 침해를 최소화하는 방안 등 CCTV 운영과 관련된 법률적・제도적 정비가 필요하다. 제안한 지능형 CCTV 영상감시시스템은 아동학대 상황 전후 일부 CCTV 영상과 음성정보를 별도로 분리하여 저장함으로써, 사후 열람 시 영유아와 보육교직원의 초상권 및 개인정보보호 등 기본권 침해를 최소화 할 수 있다.

다국어 초록 (Multilingual Abstract)

Child abuse is a bad crime that it has a very bad influence on child development such as emotional anxiety due to physical and emotional child abuse in poor children's ability to express themselves, and child abuse after that child becomes an adult is highly likely to repeat even. Recently, the number of working couples increases, and, because of that, many children are taken care of at the day care centers, which results in the increasing number of the children exposed to the child abuse. This study, as one of the effective preventive measures against the child abuse, suggests both checking the scene of abusing the child through the analysis of the movement information from the CCTV and the intelligent CCTV video surveillance system which can analyze the situation of child abuse through the recognition of the sound at the site. With applying the voice information on the child abuse to the present CCTV system, the accuracy of the analysis of the child abuse can be improved, and the prevention and the fast handling of both the child abuse and the safety accidents can be possible. However, the privacy Protection Act regulates that CCTV should not have the recording function in order to protect the fundamental rights, and, therefore, it is necessary to provide the legal and institutional measures to minimize infringement of the fundamental rights of the members of the day care centers. The intelligent CCTV video surveillance system mentioned above stores the video and voice recorded before and after the child abuse incident separately, and, therefore, when the video is checked after the incident, the infringement on the portrait rights and the privacy protection act of the children and members of the day care center can be minimized.
