국립중앙박물관 신축의 경제적 편익 측정 = Measuring the Economic Benefits of Constructing the Korean National Museum

  New Korean National Museum will be constructed by 2005. As the distinguished museum of Asia, new Korean National Museum will provide people with cultural pride arid the main position of international cultural exchange. However there are few study to evaluate the public value of museum. This paper applies the contingent valuation methode to measuring the economic benefits of Korean National Museum. Respondents overall accepted the contingent market and were on average willing to contribute a significant amount for construction of new Korean National Museum. According to estimating ways, WTP for construction of new Korean National Museum is from 1,185 Korean Won to 2,517 Korean Won. This paper contributes to complementing the existing valuation methods by estimating the economic benefits of new Korean National Museum and providing policy-makers with useful methodological framework and quantitative information in the decision-making process related to the policy of cultural facilities.

국문 초록 (Abstract)

  우리나라는 2005년 10월 개관을 목표로 국립중앙박물관을 신축 중이다. 새로운 국립중앙박물관은 동아시아의 중심 박물관으로서 향후 우리민족의 문화적 정체성과 자긍심을 고양시키고 우리나라의 전통 문화를 세계에 널리 알림은 물론 국가 간 문화교류에 중요한 거점 역할을 할 것이다. 그러나 국립중앙박물관이 다양한 편익들을 제공함에도 불구하고, 국립중앙박물관의 경제적 가치가 명시적으로 평가되지 못하고 있는 실정이다. 이에 본 연구에서는 조건부 가치측정법을 이용하여 국립중앙박물관 신축의 경제적 편익을 추정하였다. 분석결과, 현재 경복궁 내 위치한 박물관 대신 국립중앙박물관을 신축하기 위한 가구당 연간 지불의사액은 추정방법에 따라 1,186원에서 2,517원으로 계산되었으며 추정치들은 통계적으로 유의하였다. 본 연구는 국립중앙박물관 신축의 경제적 편익과 관련한 학술적, 정책적 시사점을 제시하고 있다. 즉, 국립중앙박물관 신축의 경제적 편익 측정을 수행함으로써 통상적으로 사용된 비용-편익분석방법을 보완 및 발전시킬 수 있을 뿐만 아니라, 향후 정책 결정자들에게 공공문화시설의 정책과 관련한 의사결정과정에 유용한 방법론적 체계와 정량적 정보를 제공할 것으로 판단된다.
