    Climate change is a serious issue that needs urgent action immediately. The United Nations Framework Convention on Climate Change (UNFCC) established a global structure for dealing with the problem. Measures taken under the climate change treaties should focus on how to take advantage of trade liberalization while avoiding impediments to trade. The WTO needs to be working on how it can address climate change issues related to trade in a comprehensive manner. Limiting greenhouse gas emissions under Kyoto Protocol requires developed countries to modify primary economic structures, including transformations within energy, transportation, manufacturing, agriculture, and investment sectors. Therefore, although Kyoto Protocol does not directly implicate trade provisions or contravene WTO rules, it has the potential to impact key sectors of the economy and international trade. Therefore the Kyoto Protocol provides an appropriate context for analyzing fundamental tensions between international trade and environmental regimes. I want to suggest that the WTO essentially develop a Committee on Trade and Climate Change to address all areas where climate issues intersect with trade issues.

    Climate change is a serious issue that needs urgent action immediately. The United Nations Framework Convention on Climate Change (UNFCC) established a global structure for dealing with the problem. Measures taken under the climate change treaties should focus on how to take advantage of trade liberalization while avoiding impediments to trade. The WTO needs to be working on how it can address climate change issues related to trade in a comprehensive manner.
