    Air regulations to prevent monopoly and run the air transport market must be able to stimulate growth of the industry through market competition. This study explores the current air transport industry and relevant regulatory policies for 59 OECD carriers in 35 countries, through empirical analysis and a pilot study to review the regulations on market entry. Namely: entry regulations(barriers), competition, and migration regulations. We look at a typical market and its infrastructure quality, air service quality, airline operating performance and airline management performance. Berg(2000) evaluation of regulatory policy was used, along with data from the World Economic Forum, Sky-Trax, and the annual reports of airlines. The analysis method used was Data Envelopment Analysis Analysis(DEA). Which is appropriate for regulatory policy research accroding to Berg(2000) and Lin and Tsaplin(2005). Significance was analysed using OLS regression analysis. The findings of this study are as follows. First, the air transport industry`s regulatory policy is optimal for 16 countries. Major benchmarking nations are New Zealand, Australia, and Britain. Second, market and regulatory policies vary and affect pure efficiency, and technology efficiency. These results mean there is decreased efficiency in the markets as a result of increased competition barriers. Third, labor market regulation is interpreted as a negative impact on efficiency. Regulatory policies should try to promote competition and stimulate employment, rather than maintaining natural monopoly conditions for the purposes of safeguarding the air transport industry.
