고려말,조선초 개성부의 위상 = The Status of Gaeseong-bu (開城府) in the Late Goryeo and Early Joseon Period

Gaeseong-bu (開城府), which was established immediately after the foundation of the Joseon dynasty, was based on Gaeseong-bu reorganized by King Chungseon (忠宣王) of Goryeo. In the Goryeo era, Gaeseong-bu mainly took charge of the administration of the capital at Gaegyeong. As King Taejo of the Joseon dynasty moved the capital from Gaeseong to Hanyang in 1394, Gaeseong-bu was reformed into Gaeseong-yuhusa (開城留後司). After the capital was moved back to Gaeseong in 1400, the status of Gaeseong-yuhusa increased, but Gaeseong did not completely recover its former status as the capital. The Joseon government restored the capital from Gaeseong to Hanyang (Hanseong-bu 漢城府) in 1405 and reformed the Gaeseong-yuhusa district into Gaeseong-yusubu, which assisted Hanseong-bu, the new capital in 1438. According to the Joseon National Code, called Gyeongguk-Daejeon (經國大典), 2B political status official was supposed to be designated to the Gaeseong-yusubu magistrate, which was one status level lower than the Hanseong-bu magistrate’s 2A status. Generally two officials were designated as Gaeseong-yusu (開成留守), the Gaeseong-yusubu magistrate, and one of them concurrently held the position of Gyeonggi-province governor, meaning that Gaeseong-yusubu was regarded a main local city of Gyeonggi province and was not given status as a capital.
