대통령경호안전대책위원회의 발전방안에 관한 연구 = A Study on the Development of the President Protection and Security Committee

국문 초록 (Abstract)

한 국가에 있어서 국가원수인 대통령에 대한 경호는 국가와 민족을 보위하는 차원에서 완벽하게 수행되어야 한다. 21세기를 맞아 세계화ㆍ정보화ㆍ개방화 추세에 따라 국내ㆍ외 경호행사는 늘어나고 있으며 국내 자생적 불순분자들이나 시국불만자들 뿐만 아니라 국제테러단체와 연계한 국내 조직폭력단체나 테러분자와 불법체류외국인들에 의한 국가원수에 대한 직ㆍ간접적인 위해 가능성은 날로 점증하고 있는 실정이다.
우리 나라는 대통령 직속기관으로 경호전문기관인 대통령 경호실을 두고 있으나 국내ㆍ외 요인경호에 있어 경호유관기관들의 협력없이 대통령 경호실 단독으로 완벽한 경호임무를 수행하는 것은 쉽지 않은 관계로 경호유관기관의 원활한 협조체제 구축이 필수적으로 요청된다고 할 것이다. 이에 따라 대통령 경호실은 경호유관기관들로 이루어진 대통령경호안전 대책위원회를 운영하여 기관간 협조를 통한 완벽한 경호임부 수행을 도모하고 있다.
본 논문에서는 대통령 경호안전대책위원회의 설립 목적과 연혁에 대해 살펴보고 위원회의 현 운영실태를 간단하게 살펴본 다음 운영상 및 제도상의 문제점을 도출해 보았다. 또한 도출된 문제점에 대한 발전방안을 제시하여 대통령 및 방한하는 외국 국가원수에 대한 완벽한 경호가 이루어 질 수 있도록 경호안전대책위원회가 제기능을 하면서 보다 활성화 될 수 있는 대안을 제시하였다.

다국어 초록 (Multilingual Abstract)

Protecting the President in a nation should be conducted flawlessly in the view of protecting the country and its people. There are, and will be, more intra and international security events in the 21st Century : a century that will be known for internationalization, informatization and liberalization. It will lead to intra and international terrorist activities targeting the heads of nations in a direct or indirect manner by national terrorist organizations involving subversive and disgruntled elements in the society. These national terrorist organizations will work in close network with the international organizations.
Korea has its Presidential Security Service under direct control of the Presidential Office. It is highly requested that the Service form a cooperative network with security related organizations as it is deemed to be difficult to perform presidential security duties by itself. Currently, the Presidential Security Service conducts its security responsibilities in close cooperation with the President Protection and Security Committee comprised of security related organizations.
This paper will examine the purpose and history of the President Protection and Security Committee. It will evaluate the current operation status and then present the problems that it has revealed. In order to activate the President Protection and Security Committee and help it perform its original functions in a more effective manner, I present some suggestions to solve the security related problems for the President as well as foreign dignitaries who will visit the country in the future.
