제주 해군기지 건설을 둘러싼 지역주민과 공무원의 갈등 프레임 비교분석 = Comparison of Conflict Frames between Local Residents and Bureaucrats over Construction of the Jeju Naval Base

다국어 초록 (Multilingual Abstract)

Parties in a conflict use different frames to understand and interpret the conflict dynamics. This study emphasized that the systematic analysis of the disputants' cognitive frames is a key element for the successful management of intractable policy conflicts. This study attempted to compare frames of local residents in Gangjeong with those of government officials about conflicts over construction of the Jeju naval base. In order to analyze the frames, a total of eight in-depth interviews were conducted and the interview transcripts were analyzed through the technique of semantic network analysis. The results showed that two groups had very different conflict frames. For local residents, the identity frame and the characterization frame played as the dominant frames. In contrast, the characterization frame and the conflict management frame were the most influential frames for government officials. Further, they interpreted local residents' opposition to the naval base from the perspective of a gain-loss frame. Based on these results, this study made important suggestions that would contribute to the successful management of policy conflicts.

국문 초록 (Abstract)

본 연구는 언어 네트워크 분석을 통해 제주 해군기지 건설을 둘러싼 갈등에서 반대측 당사자인 강정마을 지역주민들과 정부측 공무원들의 갈등 프레임을 비교 분석하였다. 이를 위해 본 연구는 갈등 프레임에 대한 이론적 근거를 토대로 갈등 프레임을 세부 프레임들로 구분하고, 양측에 대한 프레임 분석을 통해 세부 프레임들의 특징을 파악하였다. 분석결과 양측의 갈등 프레임은 분명한 차이를 드러냈다. 해군기지 건설을 반대하는 지역주민들의 갈등 프레임은 분명한 정체성 프레임과 특징부여 프레임을 기초로 환경위험 프레임이 지배적 프레임으로 작동하는 것으로 나타났다. 반면, 정부측은 특징부여 프레임과 갈등관리 프레임이 지배적인 프레임으로 나타났으며, 주민의 반대를 손익 프레임의 관점에서 접근하고 있는 것으로 나타났다. 이러한 분석결과를 토대로 본 연구는 해군기지 건설 갈등의 성공적인 관리를 위한 구체적인 시사점들을 제시하였다.
