The Ministry of Education recently predicted that by the year 2024, there would be a shortage of 124,000 new students than college admissions. Due to the significant decline in school age as result of low birth rate. The environment for college education services has undergone many changes both internally and externally, such as the reduction of admission quotas due to the liberalization of university establishment, and the withdrawal of universities due to poor management. It shows that it is changing from the old educational paradigm to the new educational paradigm as the opening is made. However, despite these movements in college, the uncertainties in the global economic environment increased in 2020, and labor productivity increased due to the fourth industrial revolution and the development of science and technology. Of all the unemployed in Korea, 25 to 29 years old has been ranked 1st in the Organization for Economic Cooperation and Development (OECD) for 7 years since 2012.
Universities play an essential role in contributing to society through higher education, research, and social service. Korea's development and growth can be founded on the role of universities that consistently produce standardized, high-quality workforce. However, the rapid change of society due to the advent of the 4th industrial revolution presented by IT, Big Data, Artificial Intelligence, and Robotics, etc. In recent years advanced human resources are required with practical creativity and problem solving ability. Therefore, it is natural for universities to induce learning immersion by actively implementing various types of job training programs to improve job preparation behavior that college students, who are direct education demanders, feel that they lack for job hunting.
Recently, many companies are actively adopting the NCS (National Job Competency Standard)-based recruitment and blind recruitment-based recruitment method to confirm the ability to focus on job performance rather than indiscriminate spec-based career management activities for college students. Employment education programs should be conducted to provide college students with more systematic career path guidance and academic achievements obtained at school to demonstrate their actual job competency, and empirical research for desirable career management activities should also provide practical support to college students' career paths. Studies on the influence factors of learning commitment in the process of linking service quality of job training programs to job preparation behavior are insufficient. Therefore, this study aims to identify the causal relationship between job preparation behaviors according to the level of perceived service quality of job training programs and the relationship between learning commitment and impact.
As a result of the study, it was found that empathy, certainty and reliability among the sub-factors of the service quality of employment education programs increased learning commitment and increased job preparation behavior. Therefore, the following implications can be suggested through the results of this research paper.
First, as a result of verifying the impact of job training program service quality on learning commitment, it was found that empathy, confidence, and reliability sub-factors had a positive effect. It can be seen that the quality of educational services that increase learning commitment for students is diverse and is influenced by several factors, not just one factor. On the other hand, the physical environment, which is a sub-factor of the service quality of employment education programs, did not have a significant effect on learning commitment. It can be seen that students value the ability of instructors to conduct education, the educational operation system, and mutual communication rather than the facilities of the schools. This suggests that priorities should be determined by identifying variables affecting students' learning immersion by making good use of the need for student-centered thinking and using limited resources.
Second, examining the effect of job training program service quality on job preparation behavior, it was found that empathy, confidence and reliability, which are sub-factors of job training program service quality, have a positive effect on job preparation behavior. In increasing job preparation behavior, it can be seen that the quality of service that satisfies psychological needs has a more positive effect.
Third, learning commitment showed a complete mediating effect on the effect of empathy and confidence on job preparation behavior, and a partial mediating effect on the effect of reliability on job preparation behavior. The provision of educational services with high empathy and certainty results in an increase in students' basic psychological needs, which increases learning commitment. In addition, students who are satisfied with the provision of reliable educational services will show an active attitude toward job preparation behavior, which induces an increase in learning commitment, which can be seen to have a positive effect on job preparation behavior. Just as sustained customer care is emerging in recent marketing and corporate long-term strategies, it is necessary to maintain and maintain a lasting relationship with students at universities. Students who are satisfied with the service quality of the college employment education program will play an important role as a university's important asset after graduation as well as during their period of study. In order to maintain the competitiveness of the university, efforts should be made to develop positive awareness of the employment education program and educational environment for students. More systematic education and accurate feedback are important through a systematic system of employment education programs and cooperation between school staff, and it is important to consider reliability as the top priority in improving service quality for an efficient program and to continuously improve the educational environment.
