The demand for openness and sharing of domestic and foreign research data is increasing. The level of recognition of research data management in Korea is still low, and the norms related to research data are only at the level of notification by the Ministry of Science and ICT. Accordingly, the Ministry of Science and ICT announced the legislation of the (abbreviated) Research Data Act (draft), but the Research Data Act and the Public Data Act have not been implemented until now due to various issues, such as overlapping in many areas. Government-funded research institutes are still subject to the 'Public Data Act'. Therefore, in this paper, a legislative plan for the Research Data Act from the perspective of government-funded research institutes was suggested.
