With an increasingly knowledge-based society, the Korean government`s employment system faces challenges in terms of meeting the needs associated with social change caused by rapid industrialization, globalization and technological development. In particular, the government`s employment system requires change in order to properly value and promote science and technology positions. To date, the employment system has been criticized for being designed with traditional administrative positions in mind, to the detriment of nurturing and promoting those with professional and technical backgrounds and positions. As these are increasingly valuable skills, the Korean government is advised to foster science and technology-oriented human resources. This study explores alternatives for accomplishing this through improvements in the government`s employment system.
