It is expected that the number of old apartments in Korea that have been built for more than 30 years will reach 8 million by 2030, but it is thought that it will be difficult to respond to this national crisis situation in which the amount of reconstruction is expected to surge with the current housing reconstruction project method led by housing cooperatives. Accordingly, this study proposes a plan to redesign the housing reconstruction project structure based on 5 basic directions, including exclusion of the housing cooperative implementation method, search for a large-scale implementation method, departure from the self-profit reconstruction model, transition to a public-led and public-responsibility project structure, and implementation of a resident referendum as a requirement for project commencement. In addition, it presents various aspects, including legislative strategy, business responsibility, opinion gathering, distribution strategy, and fund management.
