All of us sympathize with the main purpose of the development restriction zone system; to secure a healthy life environment for citizens by restraining the invasion on productive agricultural land and preventing the chaotic city proliferationof this city's increasing urbanization and commercialization. Shihung citizens agree that their city is worth preserving, for protecting and maintaining the natural environment, but are asking for permission to allow environmentally friendly developments according to the situation of the area instead of following the undifferentiatedrestriction rule. Our country's development restriction zone system, differ from English. The undifferentiated land use restriction has resulted in the maintenance of these zones ignoring the words of the self-governing body, which caused an obstruction to the city growth and regional developments. Citizens residing in the development restriction area had to face inconveniences in their lifestyle.
This research has analyzed how much Siheung's citizen have an understanding of the development restriction zone, which has prevented the recovery of the fallen lifestyles and the city's growth due to the rigid use restriction burden that have started after this development restriction zone system was applied.
First, the closed salina and the natural green-zone, the two areas assigned as a development restricted area by Siheung was analyzed, and a search analysis on the illegal case studies was done, where the land were used illegally to build factories or as a stables, which has altered the natural state of the land. Also, a research has been carried out to find out the problems faced by the settlement areas and the regions exempted from the regulation zones after 35 years.
By conducting a survey to the citizens, the following subjects could be analyzed: the purpose of the development restriction zone, matters regarding the territory regulation, use restrictions, land utilization plans and others.
After asking on the purpose of the development restriction zone, 52.4% of the public service worker and citizen answers was, to protect the environment and 48.8% answered that the main purpose was not fully being carried out, but is still working as it is. On the matter of the preservation of the areas, 62.2% answered that for the purpose of protecting and maintaining the natural environment, preservation is needed, and the preservation worth is normal.
For the territory regulations, 35.5% answered that it was normal and 53.6% of the public service workers and citizens answered that city based facilities should be secured, which showed what an uncomfortable life they had been living. Regarding to the development methods of the removal areas, public service workers (40.3%) answer was to use the whole purchase method, and citizens (38.4%) on self-development method.
On the matter of taking care of the development restriction zone, 57.8% said that the laws are strict but there are still violations, which allow us to understand that a lot of land is used illegally. Questions on the current regulation status, 34.3% of the public service workers answered that the regulations are extreme but still ok and 55.6% of the citizens answered that alleviation is needed. Matters concerning on what to do with the retaining areas, public service workers wanted beneficial use of the land, while citizens wanted a environmentally friendly development to take effect.
For the use of the closed salina, citizens wanted it to be developed into a tourist area, while public service workers wanted a park or a place to exercise. For the use of the natural green-zone, there was a uniform distribution according to each answer. The use of the existing stables, citizens wanted it to be modified into a warehouse, while public service workers wanted the distribution channel complex to be moved, and the maintenance and so forth to be entrusted by the city government.
Taking the above research results as a foundation, the following effective administration scheme has been made.
Firstly, a strict management of the retaining areas should be carried out to prevent illegal use; give additional benefaction to the land owner, estimate a budget on environmental damage charges and various charges and use the resources, and the nation should buy the lands that need to be preserved.
Secondly, the removal areas should be used to expand on city based facilities and to develop the poor life environment; and the natural green-zone be used as an area for future city development.
Third, the collective production facility areas should be assigned as a Production facility zone (or employment zone), and an alleviation of restrictions on the settlement zones should be carried out.
Fourth, Stables scattered around each area should be settled in a fixed area and a mass distribution channel should be developed.
Fifth, an investigator in charge that can act as a mediator between the central government and the metropolitan self-governing body should be established to minimize conflicts between citizens.
Not only focusing on the term 'preservation' but a long-term and a generalized development plan should be made by listening to the citizen's voice and by saving the settlement structure for further development and inheritance, so as not to extinguish the culture and history kept so far.
