      Out of 25 districts in Seoul, ten district libraries are supposed to be built in the districts where any public library is not set up. Accordingly, the purpose of this study is to examine the problems of the public libraries in the city and to suggest developmental directions for the district libraries. Especially main focuses will be upon such subjects as policy-making & execution systems, human resources, area distribution, budget, selection of location, user groups, and the functions & use of the library.
