3차원 지적제도의 구성요소 분석 및 단계적 도입방안에 관한 연구 = A Study on the Phased Approach to Introduce a 3D Cadastral System by Components in South Korea

Modern land use is developing into a complex and multi-level structure to meet diverse demands. However, as traditional cadastral system treats parcels as two dimensional objects, there is a limitation in representing and managing three dimensional rights. Especially, legal conflicts increase due to increased complex land use. To solve this, a introduction of an advanced system such as 3D cadastral system is emerging. Therefore, this study analysed the feasibility of the introduction of a 3D cadastral system in South Korea, and proposed the introduction plan by steps. Through literature review, six components of 3D cadastral system were defined as legal basis, registration objects, surveying methodology, method for survey results, public announcement system, and legal relationship. These components were applied for overseas cases from Norway, New Zealand, Sweden, Austria, and the Canadian province of Quebec to identify a implementation level, then the level was sorted by three steps, not implemented, partially implemented, fully implemented. These levels were applied to compare and analyse the current cadastral system. Accordingly, the introduction plan was suggested by components, and by phases which consist of Phase 1 (current 2D), Phase 2 (2D+1D), and Phase 3 (full 3D). This phased introduction of 3D cadastral system seems to improve in managing complex land use, and in enhancing efficiency in land use.
