    The purpose of this study is to examine the structural relationships among goal clarity, role clarity, and role performance of administrative staff in a regional national university and to empirically analyze the mediating role of role clarity in the relationship between goal clarity and role performance. To achieve this purpose, a survey was conducted with administrative staff at A National University, a flagship national university in Korea. The collected data were analyzed using structural equation modeling (SEM).
    The results indicate that goal clarity is positively and significantly associated with role clarity, and that role clarity has a strong positive relationship with role performance. However, the direct effect of goal clarity on role performance was not statistically significant. The results of the mediation analysis using a bootstrapping procedure reveal that role clarity fully mediates the relationship between goal clarity and role performance. These findings suggest that even when organizational goals are clearly presented in university administrative organizations, they are unlikely to lead to actual role performance unless individual role perceptions are sufficiently clarified.
    This study provides empirical evidence for the need to shift from a goal-setting–centered management approach to a role-clarity–oriented human resource management system in regional national university administrative organizations. Furthermore, the findings offer practical implications for improving administrative practices in higher education, such as role design, formalizing role descriptions, and implementing role-linked performance evaluations.
