It is necessary to check structures and functions of the on-going educational system for enhancing the quality of education.
To be effective school-based management needs the following conditions.
First, decision-making systems in school should be decentralized for democratic administration.
Second, the more informations have to be open and shared to all through various channels.
Third, for professional educators the more opportunities of in-service education should be given.
Fourth, local educational administration authorities should have reinforcement and support systems for successful educational activities of schools to bring schools into competition.
Fifth, principals' leadership has to change substantially into democratic and visionary.
Sixth, restructuring of school for adequate class size and development of various learning materials, etc. is necessary.
Seventh, it is necessary to raise fund for education and to distribute it rationally.
Eighth, self-evaluation system should be implemented in school.
Ninth, school structures have to change into professional organization for teaching and learning.
And some suggestions for improvement of local educational administration were given.
First, superintendents have to be elected by people directly.
Second, it is necessary to appoint chiep education officer through public competition. Third, small size city/county education offices should be put together.
Fourth, methods of enhancing professional ability of educational administration staff should be adopted.
Fifth, it is necessary that the more authority is delegated or devoluted to schools.
