민군관계의 실질적 작동을 이해하는 방법: 전략문화-군사사상 틀을 통한 문민통제 분석의 재구성 = Why Civil–Military Relations Diverge under Similar Civilian Control: A Strategic Culture–Military Thought Approach

국문 초록 (Abstract)

본 연구는 민주주의 국가에서 유사한 문민통제 제도에도 불구하고 민군관계의 작동 양상이 상이하게 나타나는 이유를 분석한다. 이를 위해 민군관계를 전략문화가 설정한 해석 범위와 군사사상이 이를 판단 기준으로 번역하는 접합 구조로 재구성하였다. 동일한 제도적 조건 아래에서도 위기 해석과 직업윤리의 결합 방식에 따라 판단과 행태가 분기･반복되며, 특정 유형으로 안정화될 수 있음을 이론적으로 정식화한다. 이를 통해 문민통제의 안정성과 변이를 구조적으로 설명하고, 민주주의 국가 간 비교와 정책 논의에 적용 가능한 분석틀을 제시한다.

This study examines why civil–military relations in democratic states exhibit divergent operational patterns despite broadly similar institutional arrangements of civilian control. Whereas existing research explains such variation in terms of institutional design or actors’ strategic choices, this study reconceptualizes civil–military relations as a structural process shaped by the interaction between strategic culture and military thought. Strategic culture defines the interpretive boundaries within which civilian control is justified, while military thought translates these conditions into organizational judgments and patterns of conduct. Even under identical institutional settings, differences in crisis interpretation and professional ethics can produce divergent trajectories that stabilize through repetition. By theorizing this branching and stabilization process, the study presents a dynamic analytical framework that accounts for both stability and variation in civilian control and offers a framework for comparative and policy-oriented analysis across democratic states.
