Ⅰ. Goal
This study attempts to review in depth the theoretical and empirical linkage between the quality of urban life and urban development policy in Taeg city, to find out the problems derived from the policy and to seek the solutions for the problems. In detail, the goal of this study includes as follows :
First, this study is to systematize the indicators relating the quality of urban life environment.
Second, this study is to investigate synthetica1ly the basic materials regard with urban life environment.
Third, this study is to analyze the level of satisfaction and to review the desirable materials in regional inhabitants.
Fourth, this study is to suggest the desirable policy alternatives for urban development in the future.
Ⅱ. Content
This study is composed of four chapters
Chapter Ⅰ. is an introduction including purpose, method and scope in this papers.
Chapter Ⅱ. investigated the level of satisfaction for inhabitants with relation to the materials of urban life environment and urban development.
The criteria for judgement consists of safety, health efficiency, comfort and creation.
Chapter Ⅲ. tried to find out the policy problems and the policy alternatives stemming from urban development policy.
Chapter Ⅳ. made a conclusion by suggesting some policy proposals.
Ⅲ. Policy Problems
Synthetically, this study found out the following problems.
First, both long-term overall development plan and detailed plan were seldom thought out and, if any, were not interrelated.
Second, the reginal inhabitants did not participate in urban development policy process voluntarily.
Third, the support system which was involved in projects expenditure was not fit for the real conditions.
Fourth, the municipal research institutes for urban development were not exist presently,
Fifth, administrative district was not proper.
Sixth, the policy-making process for urban development was not irrational.
Ⅳ. Implications
According to these findings, the practical and theoretical implications of this study can be suggested as follows :
First, both long-term overall development plan and detailed plan must be adopted simultaneously for improvement of the quality urban life.
Second, the regional inhabitants must be participated in urban development policy process. Namely, the alternatives of inhabitants participation can be suggested such as activation of a neighborhood meeting, revitalization of local council, adoption of Ombudsman system.
Third, the financial supports must be increased for urban development projects.
Thess alternatives are suggested as reinforcement of financial supports, enlargement of subsidy by central government, extension of taxation.
Fifth, the reorganization of administrative district must be carried out appropriately Finally, Check List Model for desirable policy-making must be adopted.
In short, we should be more concerned with this subject and for the success of these projects, we think that it is necessary for central government and local government to provide comprehensive support continuously.
