오바마 행정부의 안보전략과 한미동맹: 현실주의 역외균형론을 넘어서 = The Obama Administration's Security Strategy and R.O.K.-U.S. Alliance: Beyond the Realist Strategy of Offshore Balancing

Some realists argue that, in the post-Cold War era, the United States would return to offshore balancing strategy, reducing its global engagement. One of the consequences, according to this argument, would be weakening of R.O.K.-U.S. alliance. Offshore balancing, however, does not fully explain the Obama administration's security strategy. Recognizing that the possibility of nuclear terrorism constitutes the biggest challenge to US security, the administration tries to utilize American soft power and network power. These aspects, however, are lost in realist discussions of security. Unlike the realist prediction of offshore balancing, the Obama administration actively pursues global engagement. It also tries to upgrade R.O.K.-U.S. alliance into a global alliance. Korea's Lee Myung Bak government agreed to this new alliance vision. Yet, how to narrow the gap between the vision and realities remains as a question.

국문 초록 (Abstract)

현실주의자들은 미국이 탈냉전 이후 역외균형전략으로 복귀하여 대외개입을 축소할 것이며, 이에 따라 한미동맹이 약화될 것으로 전망한다. 그러나 오바마 행정부의 안보전략은 역외균형전략만으로는 충분히 설명되지 않는다. 오바마 행정부는 테러리즘 등과 결합한 복합위협을 미국안보에 대한 최고의 도전으로 인식하고 있고, 미국의 소프트파워 및 네트워크 파워를 적극 활용하려 한다. 하지만 현실주의 안보논의에서는 이러한 측면들이 잘 포착되지 않는다. 특히 역외균형전략론의 전망과 달리 오바마 행정부는 적극적 대외개입을 시도하고 있고, 한미동맹과 관련해서도 지구동맹으로의 업그레이드를 추구하고 있다. 이명박 정부도 한미동맹의 지구동맹으로의 발전 비전에 적극 동의한 바 있으나, 이러한 비전과 현실 사이의 간극을 좁히는 문제는 미해결 상태로 남아있다.
