유럽연합의 러시아가스 통과리스크 최소화 방안 = The EU’s Strategy of Minimizing the Transit Risks of Russian Gas

다국어 초록 (Multilingual Abstract)

This paper examines the EU’s strategy of how to minimize the transit risks of Russian gas. The analysis is conducted with five criterion which involve international norms, by-pass pipeline construction, pipeline monitoring, diversification of supply method, and action plan. In conclusion, this paper suggests its implications for the North Korean transit gas pipeline project.

국문 초록 (Abstract)

이 글은 우크라이나 위기사태를 겪은 유럽연합이 러시아 가스 통과리스크를 최소화하기 위하여 어떠한 방안을 마련하였는지를 국제규범의 마련, 대체가스관의 건설, 가스관 모니터링, 공급방식의 다양화, 비상대책의 수립이라는 5가지 기준을 가지고 분석하였다. 그리고 결론에서 유럽연합의 경험을 토대로 향후 남·북·러 가스관사업이 실행될 경우 북한의 통과리스크를 최소화할 수 있는 방안을 제시하였다.
