The administrative reform can be forwarded and succeeded when it is performed with both institutional and practical actors' conscious aspects of reform.
The former aspect has been much discussed to result in quite a good outcomes, while the latter has rarely been examined.
In this context, this study aims to overview the logical thoughts of attitude theories and to search the strategy to the affirmative changes of civil servants' attitude in the practical administrative reforms by the observable model of "persuasive stimulus'' by C. Hovland.
Thus the administrative reform for the change of civil servants' attitude in this study is presented: firstly the constituent factors of attitude and its functional aspects; secondly; some ideal implications through the persuasive stimulus model.
The suggestion in the study do not guarantee something to be changed of all individuals' attitude. For there may be individual differences in the responses according to individual character even under the same circumstances The new motivation necessary to change all the concerned civil servants' mind will be required in order to forward the administrative reform actively and to expect their positive actions. In short, if civil servants did their best to try actively on administrative reform and goals, any obstacles or difficulties of implementing innovative administrative reform would be ameliorated, so that it may be accompanied with a successful reform.
Nevertheless, it is very difficult to change their attitude because it is very long time accustomed to them. Therefore, it will be required to study for long time and make a device with a thorough analysis, and treatment by adequate diagnosis.
