중국의 인공지능기술 현황과 미중 인공지능정책 비교 = China’s Artificial Intelligence Technique and Comparison on US-China Artificial Intelligency Policy

다국어 초록 (Multilingual Abstract)

Recent trade dispute between US and China is so fierce as war. It seems to be due to the international economic policy of the US, so-called “America First.” In a modern society, because a country’s policy is deeply related with national economy, foreign trade disputes have a significant impact on its own interests.
On the other hand, the intellectual property right based on High technology is important for the national security and future economy, so each country are focused on preventing and protecting infringement of it. In particular, the US-China trade war is expanding to the technological warfare in terms of the protection of their own intellectual property right.
China, recognized that the trade dispute will be prolonged, has been enacting related policies and laws on its own technology. Chinese central government is making its efforts into supporting the artificial intelligence(AI) which is one of the future industries, Thus, the paper studies the main policy and the applied technologies of China.
The paper, first of all, examines the history of the development of AI artificial intelligence technology of China, and its policies and laws to be fostering its development. Besides, it analyzes the industrial sectors where AI is currently applied so as to figure out the problem on the theory and practical application of AI technology policy. Based on the current policies of China on the AI technology, the paper examines how it differs from the US in AI policy. Through the study, it will provide an important implication to Korea’s AI policy.

국문 초록 (Abstract)

최근 미국과 중국 간의 무역분쟁은 전쟁이라 표현할 정도로 치열하다. 이는트럼프 정부가 시작되면서 이른바 ‘미국우선주의’를 내세운 대외경제정책으로인한 것으로 보인다. 현대사회에서 한 국가의 정책은 국민경제와 연관되기 때문에 대외무역분쟁은 자국의 이익에 중대한 영향을 미치기 마련이다. 한편, 첨단기술을 기초로 하는 지식재산권 등은 국가의 안보와 미래경제를 책임질 중요한 것이기 때문에 각국은 침해방지와 보호조치에 집중되어 있다. 특히, 자국의지식재산권 보호와 관련하여 미중 무역전쟁은 기술전(技术战)으로 확대되고 있는 실정이다.
이에 중국은 미국과의 무역분쟁에 대한 장기화를 적시하고, 중국 나름대로의기술정책과 이와 관련한 법률을 제정하고 있다. 특히, 최근 국제적으로 미래산업으로 이슈로 되고 있는 인공지능과 관련하여 중앙정부적 차원의 대대적 지원을 아끼지 않고 있는데, 이러한 중국정부의 노력으로 인하여 많은 성과를 이루었다.
이하에서는 중국의 对미국 간 무역분쟁에서의 기술산업과 관련한 인공지능기술의 우위를 차지하기 위한 주요 정책과 현재 응용기술의 현황에 대하여 고찰한다. 이에 우선 중국의 인공지능기술의 발전과정과 현황을 살펴보고, 중국정부가 인공지능기술을 육성화하기 위한 지원정책과 입법을 검토한다. 또한, 현재인공지능이 응용되고 있는 산업분야별 현황도 함께 알아봄으로써 인공지능기술정책의 이론과 실용화에 있어 어떠한 문제가 있는지 알 수 있을 것이다. 중국의 인공지능기술의 현황과 정책을 기초로 인공지능정책에 있어 미국과 어떠한 차이가 있는지 검토한다. 이를 통해 한국의 인공지능에 대한 정책방향에 많은시사점을 줄 것이라 본다.
