Who can create jobs for the local youth? The jobs for the local youth can not be created simply through the old policies that have been taken by both central and local governments. The problem regarding youth exit in local areas is so structural and complicated so that it can be solved neither by individual entities nor in a traditional way: it can be only solved by jointed efforts or collaboration among various concerned parties, or simply put, socially. To stop the outflow of the local youth, it is essential to make them to choose the options of voice and loyalty rather than exit. For this, local society as a whole needs to join the social pacts, based on understanding that their disappointment is not only confined to economic issues but embrace much broader issues, including politics, culture, communication, environment and so on. In this regard, the local government and universities need to exert important leadership in reaching the social pacts as they are in a position to balance between "growth" and "welfare" coalitions.
