언어의 공공성과 공공 용어 관리

국문 초록 (Abstract)

이 논문은 인터넷 발달로 지식이 더욱 빠르고 폭넓게 공유･확산되며 정보 공개가 일상화되고 있는 언어 내외적 환경에 주목하면서 언어의 공공성을 재조명해 보고 공공 용어의 관리 방향을 알아보고자 한다.
사용역의 차이로 용어를 구분하는 관점에서 출발하여 공공 영역에서 사용된 용어를 공공 용어라고 보며, 소통성은 공공성을 띤 공공 용어가 갖추어야 할 기본 요소임을 보인다.
한편 정비의 대상이 되는 공공 용어를 선정하는 기준과 정비 방법을 알아보고, 이러한 용어들을 체계적으로 분류하는 방법을 모색해 본다.
마지막으로 기존의 결과물을 통해 공공 용어 정비 및 관리 체계의 문제점을 살펴보고 이를 개선하기 위한 방향을 제시하고자 한다. 우선 협업체계와 정비 단계별 자동화 단계를 구축하고 과학적인 분석을 도입하는 것이 필요하다. 또한 다선화된 정비 절차를 마련하여 협의와 합의(호응)를 거쳐 대체 용어를 추천･권장하는 체계가 필요하다. 공공 용어 사용 추이 분석을 통한 지속적 관리가 필요하다. 나아가 공공 용어 데이터베이스를 연계된 형태로 관리하는 것이 필수적이다. 이 모든 개선안의 기반으로서 공공 용어 관리 기반 체제(플랫폼)를 구축하여 현재의 지원 중심의 관리 체계에서 총괄 관리 체계로 전환할 것을 제안한다.

다국어 초록 (Multilingual Abstract)

This paper reviews the ‘publicness of language’ focusing on terminology and navigates the ways to manage terminology used in public domain while paying attention to the environment internal and external language environment where knowledge dissemination and information disclosure is becoming a norm with the expansion of the Internet.
This paper deals with terminology and general vocabulary from the perspective of classifying them based on the areas of use. The terminology and general vocabulary used in the public domain, therefore, are regarded as ‘public terminology’. Besides, by recognizing that communicativeness is a radical element for terms used in the public language, this paper proposes the selection criteria of the terms to be planned, together with the methods of planning them. The paper also investigates how to classify and manage them.
Finally, this paper identifies the problems of the previous management of public terminology. To begin with, it proposes to establish a collaborative system and an automation process for each maintenance phase and to introduce a scientific analysis based on statistics of language use. Furthermore, it suggests providing diversified maintenance procedures such as general/emergency treatment and regular/intensive support complemented by consultation and agreement (response) so that can be made recommendations on alternative terms. This paper also suggests continuous management of the public terminology by close monitoring of the usage trend while managing their databases in a linked form. As the basis for all these improvements, it is proposed to establish a platform for public terminology management to divert the current support-oriented management system to a general management system.
