This study examines the correlation between Kim Ju-ae's public appearances and North Korea's military provocations against South Korea from November 2022 to October 2024 within the framework of the Diversionary Theory of War. Kim Ju-ae participated in 16 official events during this period, approximately 73% of which were directly linked to military provocations against South Korea. This underscores the North Korean regime's strategic use of Kim Ju-ae as a symbol to reinforce regime legitimacy and assert military dominance.
Notably, the establishment of a Comprehensive Strategic Partnership alliance between North Korea and Russia in June 2024 significantly influenced North Korea's military activities. Through cooperation with Russia, North Korea has intensified weapons development and military technology exchanges, heightening military provocations against South Korea and posing serious threats to international security.
This paper provides a detailed analysis of how Kim Ju-ae's emergence has shaped North Korea's military strategies and internal cohesion, examining its implications for inter-Korean relations and global security.
