韓國의 經濟開發에 따르는 環境汚染 問題와 그 對策에 관한 硏究

다국어 초록 (Multilingual Abstract)

Our country has been planning and operating the economic development for the national development from 1962.
She has been driving herself to design the industrialization mainly through a foreign capital and has constructed several industrial facilities establishing industrial complexes around many cities. The higher-development policy, achieved in 1970s, increased the level of national income but the quality of life has not changed much. In the 1970s the explosive increase in population, Urbanization and procedure of industrialization began to harm the public welfare, i.e. the occurence of the Environmental Pollution or Public Nuisance.
Nature has the ability to remove the pollution, and Self Purification, But if the conditions of pollution passes the limit of natures ability it not only damages man's health but also puts his life in danger. For that reason, we must intend to remove the environmental pollution through our activities and the method is the Polluter's Pay Principle which the polluters have to pay for the removal or protection of pollution.
In order to remove or prevent the environmental pollution,
First, Nations or individuals should have the economic ability to bear the expense necessary,
Second, All the people should throw out the short-sighted egoistic mind and have moral will cooperate for the society and descendants,
Third, Sciontists and engineers should let the public know about serious harm caused by environmental pollution as well as devote themselves preliminary to research for the prevention of pollution.
Therefore the way to solve the troubles with which modern society is confronted is as follows:
1. To elevate environmental senses of the people through environment education.
2. To continue efforts for the removal of pollution step by step.
3. To enforce the ability to prevent through the Polluter's Pay Principle.
4. To speed up the development concerning environmental preservation, using the scientific technique available to us till now.
