공영형 혁신학교에 대한 교육주체들의 인식 조사 연구

국문 초록 (Abstract)

본 연구의 목적은 최근 정부에서 도입하고자 하는 공영형 혁신학교에 대해 교육주체인 학부모, 교사, 그리고 교육행정가들이 어떻게 인식하고 있는지를 조사하여 공영형 혁신학교 모형 개발에 참고 될 수 있는 기초 정책 자료와 성공적 도입을 위한 제언 및 시사점을 제시하는 것이다. 공영형 혁신학교는 정책 도입 단계로 이에 관한 기초적인 연구가 필요한 실정이다. 정부의 공영형 혁신학교(안), 자립형 공립학교, 미국의 차터스쿨, 그리고 자율학교의 운영 모형 및 특성을 비교 고찰하여 공영형 혁신학교에 관한 질문지를 개발하여 학부모, 교사, 교육행정가 540명을 대상으로 조사하였다. 조사 결과를 바탕으로 다양한 형태의 공영형 혁신학교 모형 개발이 가능할 것으로 보인다. 교육주체들의 공영형 혁신학교 도입에 대한 기대와 요구는 높은 반면 공영형 혁신학교 운영 참여 의지는 상대적으로 낮은 것으로 조사되었다. 그리고 도입 및 운영 단계의 저해 요인으로 교육주체들의 공영형 혁신학교에 대한 이해 부족이 주요한 요인으로 조사되었다. 결국, 아무리 이상적이고 다양한 학교제도를 도입한다고 하더라도 실제로 그 제도를 운영하고 이끌어갈 교육주체들의 전문성과 참여 의지가 부족할 경우 새로운 정책의 성공가능성은 그 만큼 낮아 질 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate how the educational stakeholders, such as parents, teachers, and educational administrators perceive so called, 'publicly financed innovative school', publicly financed but independent school. This study is expected to contribute providing fundamental information and policy suggestions for the government to develop diverse models of the publicly financed innovative school. Also, this study can suggest significant policy implication for the policy to be implemented successfully in the educational settings.<br/>
For the purpose of this study, the model suggested by government, the model of publicly financed independent school, charter school, and independent school were reviewed and analytically compared. Based on the review of the related models, a self-administrated questionnaire were developed and executed to parents, teachers, and educational administrators.<br/>
Diverse and desirable school models can be developed by the research findings. However, the educational stakeholders' commitment to participate operating the publicly financed innovative school relatively lower than their expectations and needs.<br/>
To the newly born educational policy be implemented successfully, it is necessary to improve educational stakeholders' willingness and capability.
